Whether to merge declared settings and known marketplaces into writable files during activation. Declared values, including permission arrays, replace existing values; undeclared values and application-owned marketplace timestamps and auto-update flags are preserved. Comments and formatting are not preserved. Removing a declaration does not remove it from the file. Switching back to immutable settings requires backing up or removing the writable files. This does not manage application state in ~/.claude.json.
